Guidance on pupil exclusions

A pupil can be excluded from a school or Pupil Referral Unit (PRU):

  • if they have seriously broken the behaviour policy
  • if they are a risk to the education or welfare of learners

The Welsh Government advice on pupil exclusions:

The Welsh Government’s guidance document advises on:

  • excluding learners from schools and PRUs
  • how to continue excluded pupils’ education
  • how to appeal against exclusion

It is split into seven sections, covering:

  • the use of exclusion
  • the process and the headteacher’s role
  • discipline committees
  • appeals panels
  • police matters
  • reintegration
  • effects on school budgets

People who must use the guidance

Under Section 52(4) of the Education Act 2002, those making decisions on exclusion and running procedures or appeals must consider this advice. That includes:

  • headteachers
  • PRU teachers
  • governing bodies
  • local authorities
