Guidance on pupil exclusions

A pupil can be excluded from a school or Pupil Referral Unit (PRU):

  • if they have seriously broken the behaviour policy
  • if they are a risk to the education or welfare of learners

People who must use the guidance

Under Section 52(4) of the Education Act 2002, those making decisions on exclusion and running procedures or appeals must consider this advice. That includes:

  • headteachers
  • PRU teachers
  • governing bodies
  • local authorities
  • appeals panels
