Significant progress made with Caerau wall insulation remedial works

Thursday 20 November 2025

Significant progress has been made with the Caerau wall insulation remedial works and all eligible registered properties have now had the previous insulation removed.

The final phase of the scheme is now underway and following a drying out period all properties will gradually be completed on a rolling basis throughout the coming months, with render or new insulation being installed in line with nationally accredited standards.

Back in 2012/13, around 104 properties received defective insulation under two separate schemes. 79 properties were part of UK Government’s CESP programme and 25 under Welsh Government’s Arbed Scheme. The council had no involvement with UK Government’s CESP scheme but the eligibility for the current remedial works programme was extended to support as many residents as possible.

A series of assessments and surveys have been carried out at each individual property and the remedial works have been tailored to meet the needs and requirements of each property.

“The removal of all inadequate insulation from registered properties represents a major milestone in this project and I would like to thank all property owners for their cooperation throughout the scheme. “This is not a one size fits all project and in partnership with our contractors Warmworks, all necessary steps have been taken to ensure the work at every property is carried out in the most effective and compliant way possible.”
“Engagement with residents has been central to this remedial works project and since 2023, a resident liaison service has been in place to provide the local community with weekly drop-in sessions, resident meetings, newsletters and the ability to contact a liaison officer to discuss any queries as and when required. “In order to maximise the benefits of the remedial works, I’d like to encourage all residents to follow any advice from the contractor.”
