The Town and Community Councils Standards Sub-Committee will have the following roles and functions:
o To promote and maintain high standards of conduct by Councillors and co-opted
o members of Town and Community Councils;
o To assist Councillors and co-opted members of Town and Community Councils to
o observe the Members’ Code of Conduct adopted by their Council;
o To advise Town and Community Councils on the content of and any revisions it may from time to time consider should be made to their Members’ Codes of Conduct;
o To monitor the operation of the Members’ Codes of Conduct adopted by Town and Community Councils;
o To advise Town and Community Councils on the effective implementation of their Members’ Codes of Conduct, including appropriate training measures for members and co-opted members;
o To consider reports relating to alleged breaches of the Members’ Code of Conduct which has been adopted by any Town or Community Council submitted by the Commissioner for Local Administration in Wales or the County Borough Council’s Monitoring Officer, to consider any recommendations made by the Monitoring Officer in relation to any such reports and any representations received, and to make appropriate determinations;
o To grant dispensations from the prohibitions contained in the Members’ Code of Conduct adopted by any Town or Community Council from Councillors or co-opted members participating in Town or Community Council business in accordance with the Regulations from time to time made by the National Assembly for Wales.
