Emergency Planning

Bridgend County Borough Council’s Emergency Planning Team is responsible for making sure the local authority is able to react promptly in the event of a disaster or a major emergency to save life, property and the environment.

The team is responsible for ensuring that the council is compliant with the Civil Contingencies Act 2004 which details its obligations in relation to emergency planning. These obligations are met through preparing and maintaining plans, training and carrying out emergency planning exercises.

The council has a 24-hour Emergency Duty Officer rota in place to ensure an urgent response is given to major incidents.

The main functions of the team are:

writing, validating and maintaining emergency plans including the Authority's Major Incident Plan (MIP)

encouraging internal departments to write plans outlining their response arrangements in support of the Major Incident Plan

ensuring duties place upon the Local Authority by the Civil Contingencies Act and similar government papers are appropriately addressed within the council

representing the council at multi agency forums

managing a duty officer scheme where 365 days there is a council officer on-call to respond to an emergency and to set the MIP plan in action

arranging staff training in the form of presentations or exercises to ensure staff are aware of and practised in emergency planning issues

The team plans for many types of emergencies including:

natural hazards such as snow, floods & gales

manmade disasters such as rail accidents, motorway pileups

industrial accidents such as oil spills, factory fires

terrorism

food poisoning and disease outbreaks such as BSE, foot and mouth and E-coli
