CLUB PREMISES CERTIFICATES

A ‘Club Premises Certificate’ permits ‘qualifying’ clubs to supply alcohol by or on behalf of a club to, or to the order of, a member of the club/sale by retail of alcohol by or on behalf of a club to a guest of a member of the club for consumption on the premises where the sale takes place, regulated entertainment and the provision of entertainment facilities.

In order to apply for a Club Premises Certificate applicants will be required to:-

  1. Submit a declaration form together with an application form which includes the completion of an operating schedule i.e. a brief description of how the club will operate and in line with the licensing objectives.
  2. Submit a plan of the premises.
  3. Submit the appropriate fee.
  4. Advertise the application. (Example of Public Notice).

Certificates can be granted under the Council’s Scheme of Delegation if no representations are made. However, if representations are made, the local authority will hold a hearing and place the application for consideration by Members of the Council’s Licensing Sub-Committee if an agreement cannot be reached with the applicant and objector.

MINOR VARIATIONS (PREMISES LICENCES & CLUB PREMISES CERTIFICATES

A new simplified process for minor variations to Premises Licences and Club Premises Certificates has been introduced. Licence holders should refer to the revised Statutory DCMS Guidance regarding the different types of minor variation applications that can be made. Application forms and guidance can be found on www.culture.gov.uk.
