The Council adopted a new Model Code of Conduct with effect from 1st September 2008. |
The Code of Conduct classifies Members’ interests as being either personal interests or personal and prejudicial interests. Members must consider whether they have a personal interest and whether the Code of Conduct requires them to disclose that interest. |
The new Code adopts a simpler approach to the disclosure of interests with greater flexibility and the introduction of a wide range of exemptions from the normal impact of a prejudicial interest, in order to maximise the opportunity for members to participate in Authority business. |
The requirement to disclose personal interests applies in a slightly wider range of circumstances where members may influence decisions including telephone conversations, correspondence and whilst attending meetings of other organisations. |
The Code of Conduct enables Members with personal interests to participate in the business of the Authority to a limited extent: the code enables Members to fulfil their representational role by allowing them to attend meetings of the Authority, to make representations, answer questions or give evidence, provided members of the public are also allowed to do so. The Member will not however be able to have any involvement in the decision making at that meeting. |
