Summary of the Local Transport Plan (LTP) 2000 - 2005

Background

In its White Paper on Transport, and the accompanying transport statement from the then Welsh Office, the government asked all local authorities to formulate Local Transport Plans as a vehicle for the delivery of integrated transport policies and strategies. Subsequently, in September 1999, the National Assembly for Wales issued a "Guidance on Local Transport Plans in Wales" which set out the guidelines for the preparation of LTPs.

This guidance and other policy guidance notes and the development process of the Council’s Unitary Development Plan have provided the strategic context in which this LTP has been formulated. In conformity with advice on consultation and civic participation, the Council carried out both strategic and local consultations to seek the views of organisations and involve the public in the identification of community problems and solutions.

This is the Council’s first LTP and it shares the vision of promoting investment in transport, choice, equality, and fairness; sustaining the social, health and economic needs of the community; and encouraging civic participation and partnership. The LTP provides an integrated framework for the Council’s transport and community policies and initiatives, projects, and capital and revenue expenditure on transport. The LTP is therefore an embodiment of the following:

improving public transport;

influencing modal choice;

action for rural areas

enhancing road safety;

developing green transport;

encouraging rail freight;

promoting cycling and walking.
