Community Facility and Residential Development Supplementary Planning Guidance (SPG)
Introduction
This consultation is about the Community Facility and Residential Development draft Supplementary Planning Guidance (SPG) that has been prepared to give potential developers in Bridgend County Borough further detailed guidance on various policies contained within the Council's Unitary Development Plan (UDP).

Community facilities are important for meeting a wide range of social needs. Providing these facilities at a local level, in convenient locations, increases their accessibility for users and reduces the need to travel.
The demand for housing in the County Borough is increasing, and a large number of homes are being constructed to serve this demand. As a result, there is a need to ensure there are adequate local facilities to serve local communities to meet current and future demands. The planning system should operate in the public interest and should ensure that provision is made for community facilities to ensure the wellbeing of local communities.
If residential development occurs without consideration being given to the adequacy of existing local community facilities, then strain can be placed on the existing facilities, to the detriment of the local community.
This draft guidance seeks to provide advice to developers on the circumstances in which the Council may seek contributions towards the provision of community facilities for new residential developments.
It will enable developers to be aware, at an early stage in the development process, what community facilities are needed and what financial contribution may be sought towards their provision. The SPG outlines the calculations that the Authority will undertake to assess the financial contribution required by a particular proposal.
Consultation Methods
We want to ensure that we get your views on each of the Supplementary Planning Guidance documents before they are finalised and published.
You can read and comment on each of the Guidance documents online (see below) and they are also available for you to look at in the Planning Department, Civic Offices, Angel Street, Bridgend or at any library across the County Borough.
Hard copies of the SPG are available to purchase at a price of £5.00 (inc. P&P).
How do you make your views known?
Read the draft Supplementary Planning Guidance, then either
- Complete the electronic consultation questionnaire and email to planning@bridgend.gov.uk
- Print off, complete and send in the SPG representation form
- Email your comments directly to planning@bridgend.gov.uk

All views must be received by 4.30pm on Friday 8th February 2008. Unfortunately, any comments received after this deadline will not be accepted
Consultation Period
This consultation period is Monday 17th December 2007 to Friday 8th February 2008.
What are the Next Steps?
Once the consultation period has ended, each response / comment will be presented back to the Planning and Development Committee with a response from the Council and any proposed changes deemed appropriate in light of the comments.
The SPG will then be adopted by the Council and will become a material consideration in the determination of relevant planning applications.
