All Wales Small Business Rate Relief Scheme

 

The purpose of this report is to set out the changes to the Rural Rate Relief Scheme (RRRS), inform Cabinet of the introduction of an All Wales Small Business Relief Scheme (SBR) and to put forward the options available for a discretionary relief scheme for those businesses that will receive Small Business Relief.

   

5.

Appointment of LEA Governors

 

The purpose of this report is to seek approval from Cabinet for the appointment of LEA governors to the school governing bodies listed in the report.

   

6.

Proposed Welsh-Medium Secondary School, Llangynwyd, Maesteg – Outcome of Public Notice

 

The purpose of this report is to inform Cabinet of the outcome of the public notice that was issued on 30th January 2007 on the proposal to open a new-Welsh medium secondary school at Llangynwyd, and to seek Cabinet approval to open the school in September 2008.

   

7.

School Modernisation Programme: Phase 1 Proposed Amalgamation of Schools

 

The purpose of this report is to seek approval to proceed to the formal consultation stage in the amalgamation of five pairs of infant and junior schools into five all-through primary schools.

Amendments to Responsibilities for Functions.

 

This report seeks to provide a delegated power to the Executive Director- Environment to implement the decision process with regard to certain functions of the Executive in relation to Public Rights of Way.

   

9.

Children’s Services – Statements Of Purpose Fostering, Adoption and Children’s Homes

 

To seek Cabinet approval of the revised Statements of Purpose for the service areas specified in the report in line with regulatory requirements.

Schemes of Delegation

 

The report proposes a new schemes of delegation of functions (as appended) to replace the existing schemes.

The purpose of this report is to inform Cabinet of the information reports and minutes of joint committees that have been published since its last scheduled meeting.

   

12.

Industrial Estates Improvement Programme – Awarding Of Grants

 

To seek approval for decision making processes in relation to grants awarded under the Industrial Estates Improvements Programme.

   

13.

Indemnity for Returning Officer and Electoral Registration Officer

 

The purpose of the report is to establish the principal that claims against a Returning Officer and Electoral Registration Officer and his/her staff that fall within the liability insurance policy excess will be paid from the council’s insurance fund.

   

14.

Any Other Business which by reason of special circumstances the Chairman is of the opinion should be considered at the meeting as a matter of urgency.
