Children Act 2004 – Lead Member for Children’s Services

 

This report advises Cabinet of the main requirements of local authorities arising from the Children Act 2004 and makes recommendations in relation to those requirements.

   

6.

Half-Year Treasury Management Activities & Prudential Code Indicators Report 2006/07

 

To provide Cabinet with a summary of the Treasury Management activities from the 1st April 2006 to 30th September 2006 and report on the projected Prudential indicators for 2006/07.

   

7.

Quarterly Budget Monitoring

 

The purpose of this report is to provide Cabinet with an update on the Council’s financial position as at 30th September 2006. The report is split into 3 sections; Revenue Budget Monitoring, Monitoring of Efficiencies and Capital Programme Monitoring.

   

8.

Job Evaluation: Progress Report

 

This report updates Cabinet on progress being made on the subject of Job Evaluation since the last update report submitted on 22 August, 2006.

   

9.

The Wales Transport Strategy – Regional Transport Plan and Appraisal Guidance (WelTAG)

 

The report is to keep Members abreast of recent developments which will affect the way transport planning within Bridgend County Borough Council and the wider Sewta region has to develop to help deliver the Wales Assembly Government (WAG) strategic agenda. It will form the basis of responses to documents currently out for consultation by the Welsh Assembly Government.

   

10.

Proposed Improvement to Sporting Facilities at Garth Park, Maesteg

 

To seek authorisation from Cabinet for Bridgend County Borough Council to enter into a contract for capital works at Garth Park, as part of a partnership approach to improving community based leisure facilities.

   

11.

Proposed Welsh Medium Secondary School, Llangynwyd, Maesteg

 

The purpose of this report is to provide Cabinet with further, updated information concerning the timescale for the establishment of the proposed Welsh-medium secondary school on the site of the existing upper school of Maesteg Comprehensive School, in order to enable Cabinet to determine the most appropriate opening date for it

Replacement Primary School at Caerau – Compulsory Purchase Order

 

Appendix

 

To seek approval for the making of a compulsory purchase order to acquire land for the construction of a proposed new primary school at Caerau.

   

13.

Sale or lease of land adjoining Pyle Primary School to KPC Youth

 

To consider a request from KPC Youth to purchase Council owned land adjoining Pyle Primary School.

Forward Work Programme

 

To obtain approval from Cabinet for the submission of the proposed Cabinet Forward Work Programme to Council on the 08 November 2006 and that the Forward Work Programmes for the period 01 December 2006 – 31 March 2007 be published by 14 November 2006.

   

15.

Cabinet Decision Reporting & Changes to the Scheme of Delegation

 

This report seeks to provide a delegated power to the Monitoring Officer in order to implement the decision publication process contained at paragraph 14 of the access to information Rules of Procedure. Changes to the title of the Asst Director Legal Services to that of Director Legal and Democratic Services are also required. It is also necessary for Council to make changes to part 4 of the Constitution in relation to exempt information due to legislative changes.

   

16.

Rural Economy Action Project (REAP)

 

To obtain Cabinet approval for an award of a grant of £99,196 to the applicant organisation from the Rural Economy Action Programme (REAP).

   

17.

Any Other Business which by reason of special circumstances the Chairman is of the opinion should be considered at the meeting as a matter of urgency.

   

18.

To consider the exclusion of the public from the meeting under Section 100A(4) of the Local Government Act 1972 because of the likelihood that there will be disclosure to them of exempt information of the description specified in Schedule 12A of the said Act.
