Supplementary Planning Guidance

The purpose of Supplementary Planning Guidance (SPG) is to expand on the policies contained in the adopted Local Development Plan (LDP) providing further guidance on specific topic areas which aid devlopers in translating the policies into sustainable development proposals in accordance with national, regional and local land use objectives.  SPG covers a range of issues including detailed design considerations (often referred to as 'Design Guides'), section 106 obligations and information requirements necessary to determine a planning application. 

Some Supplementary Planning Guidance documents take the form of Development Briefs.  These outline the vision for the planning of a particular area, indicating the broad principles which should be followed in its development.

It is written to give clear guidance to potential developers and includes issues such as linkages to surrounding areas, types of uses, density of development, and provision of open space and landscaping.

While guidance contained in SPG are consistent with the relevant LDP policies, it does not possess full statutory status as conveyed by the provisions of the Town and Country Planning Act.  However, its status will be that of a 'material consideration' in the determination of planning applications and appeals within the relevant topic/land-use area and will be afforded 'substantial weight' in future planning decisions of the Local Planning Authority, the Welsh Government, and Planning Inspectorate in Wales.
