Learner Travel Consultation FAQs

Proposal 1 - To increase the distance required for free transport between a pupil’s home and their school, to match the distance required by law (including Welsh and religious schools).

What are the distance changes?

The distances for primary schools are proposed to change from 1.5 miles to 2 miles for free travel.

The distances for secondary schools are proposed to change from 2 miles to 3 miles for free travel.

How will I know if I still qualify for free transport?

The Council is able to work out the distance your child lives from school. If your child is eligible for free school transport, you will be contacted automatically by the Transport Department in the Council.

If I am no longer entitled, when will this start from?

The change will not take place until September 2016.  However, if you had free transport in the past, only when a child begins school full-time or changes their school, will the new change apply.  Furthermore, if one of your children is already in receipt of free transport and your other children start their full-time education at the same school whilst their brother or sister is there, they too will receive free transport until they also change school.

Can I pay for my child to keep using the school bus?

Seats available for purchase will only be released when the availability has been assessed.

If one of my children is still entitled to free travel, will I have to pay for their sibling when they are old enough?

If a child is already in receipt of free home to school transport at a school and their brother or sister starts their full-time education at that school whilst their brother or sister is there, they too will receive free transport until they also change school.

My child attends a school outside of Bridgend County Borough, will they be affected?

There may be a number of reasons for this arrangement so it is likely that these requests will be considered on their own merits.

Proposal 2 - To charge the full cost of a school bus pass for pupils who do not receive free school transport.

I am not entitled to free transport, how much will I have to pay?

This is likely to vary year on year.  However, to provide some guidance, the full cost of paying place for the 2013/14 school year was £756.41 per year for a primary school pupil and £646.98 per year for a secondary school pupil. As the Council continues to look for savings from its contracted services we do not predict a significant change year on year at this stage. However, there can be no guarantee that these places will be available to all pupils

Proposal 3 - To stop providing free transport for learners aged 16 or over, who go to school or college.

If my child is currently in year 12 will they be affected?

If the proposal is accepted, no changes will come into place until September 2016. After this date only those entering into year 12 will be affected.

Will my child in year 11 be affected when they turn 16?

If the proposal comes into place in September 2016, pupils in year 11 who receive free transport will continue to do so until they finish the school year.

Will this affect EMA payments?

The EMA a pupil/student receives will not be affected by any of the proposals.

Will my child be able to pay for a seat on a school bus?

Seats available for purchase will only be released when the availability has been assessed.

How much will I have to pay?

Pupils using the council’s own school transport who do not receive a free place would be required to pay an estimated cost of £646.98 per year.  However, there can be no guarantee that these places will be available to all pupils
