Western Bay Health and Social Care Programme

The Western Bay Health and Social Care Programme is a partnership initiative comprising Bridgend County Borough Council, Neath Port Talbot County Borough Council, The City and County of Swansea, and Abertawe Bro Morgannwg University (ABMU) Health Board together with partners in the third and independent sectors.

The Programme was established in 2012 with the purpose of integrating services more effectively for the benefit of service users and carers. It also aims to explore new and innovative ways of working to ensure services are sustainable in the face of growing demand and a challenging financial climate.

The Western Bay Programme focuses on two 'Tiers of Activity' with all associated projects and work streams being delivered in the context of the Social Services and Wellbeing (Wales) Act 2014:

‘Tier 1’ comprises:

  • Community Services
  • Prevention and Well-being
  • Contracting and Procurement

while ‘Tier 2’ includes a wide range of projects and work streams, including:

  • Children Services – Adoption
  • Learning Disability Services
  • Mental Health Services
  • Regional Children’s Safeguarding Board
  • Regional Adults’ Safeguarding Board

Further information on the Western Bay Programme is available at Alternatively, please contact the Western Bay Programme Office on 01792 633950 or email
