Who are the Appeals Panel?

The Committee comprises 12 elected members.

What does the Objections and Appeals Panel do?

The role of the Appeals Panel is :

To hear and determine appeals by employees (other than Chief Officers) under the Council's Grievance Procedure, against dismissal or in respect of decisions as to the grading of their post.

 

To determine whether or not proposed orders relating to any provision contained in the acts listed below in respect of which objections and/or representation have been received should be made as proposed; to refer any proposed order to a local public enquiry; to amend or modify any proposed order; or to uphold the objections and withdraw any proposed order:

 

Road Traffic Regulation Act 1984;

 

Road Traffic Regulation (Special Events) Act 1994;

 

Town Police Clauses Act 1847;

 

To determine whether or not proposed orders relating to rights of way in respect of which objections and/or representations have been received should be made as proposed; to refer (where necessary) any proposed order to a local public inquiry; to amend or modify any proposed order; or to uphold the objections and withdraw any proposed order;

 

To hear and determine objections to and representations regarding any proposed designation or re-designation of streets within the County Borough for the purpose of street trading and to determine appeals against refusal of street trading licences or consents

 

To hear and determine appeals against the decision of any Council officer to whom the power to determine applications for the grant or renewal of approvals of premises for the solemnisation of marriages in pursuance of Section 26(1)(bb) of the Marriage Act 1949, or to revoke such approvals, has been delegated to refuse to grant or renew such an approval or to revoke such an approval.

When does the Appeals Panel meet?

The Panel meets on an ad hoc basis. Meetings are arranged as required.

Are the meetings open to the public?

The meetings are open to the public when non confidential matters are being discussed. The minutes are published on our website.
