The Development Control Section of the Planning Department is primarily responsible for the processing of all kinds of planning applications. Most decisions on applications are taken by officers under the delegated power arrangements. Members on the Planning and Development Committee normally decide the most contentious or major proposals.
The Section also deals with planning appeals, enforcement matters relating to breaches of planning control, tree preservation orders and planning searches.
The Section comprises 17 staff. The Head of Section, two Team Leaders (east and west), two Senior Principal Planning Officers, two Principal Planning Assistants, a Senior Planning Assistant, a Planning Assistant, an Administration Officer, two Administration Assistants, Searches Officer, Tree Officer, Principal Enforcement Officer, Enforcement Officer and Enforcement Administrative Assistant.
The Section has historically topped the performance league of Welsh Authorities in determining applications in a timely manner. More recently, however, there has been a substantial increase in the volume of work of the Section, without a corresponding increase in resources to address this, and accordingly performance has been affected. With the appointment of replacement staff to fill vacant posts there has been an improvement in the Section’s performance. The most recent performance indicator for Welsh Authorities shows Bridgend doing really well in processing major applications and defending appeals, and round about average in the time taken to process householder, minor and other applications. The cost of the service is one of the lowest in Wales.
The Authority not only seeks to determine application in a timely manner but to make quality planning decisions in an open manner. In October 2005 public speaking was introduced at meetings of the Planning and Development Committee and details of applications are now available on the web.
